I think what you are looking at are the indicators that tell you if a forum or sub-forum is locked and no posting is permitted. Take a look at the attachment and you'll see a red circle I have drawn around the lock forum indicator. Somewhere within the files forum posting has been locked out. You can see more examples of the lock if you look on the index page. In front of every forum there is a indicator. The color of the indicator could be grey, blue or orange. Some of the forums also have the lock symbol.
